Director of Communications & Public Affairs

About the role

The Director of Communications & Public Affairs will serve as the primary liaison with Shanghai municipal and district government departments, while also supporting the broader Yangtze River Delta region. This senior role partners closely with business teams to translate government opportunities into measurable business outcomes for a leading payment network.

Key responsibilities

• Act as the day‑to‑day contact window for key local government departments in Shanghai and provide regional support across the Yangtze River Delta.
• Identify, acquire, and market opportunities and resources from municipal and district authorities to drive business growth.
• Collaborate with cross‑functional teams to convert potential government resources into tangible results.
• Support regulatory communications with bodies such as the People’s Bank of China (PBOC) and the Payment Clearing Association of China (PCAC), including receipt, archiving, and response to regulatory documents.
• Coordinate surveys and ad‑hoc paperwork required by local regulators and industry associations.
• Monitor international relations, especially US‑China dynamics, and assess potential impacts on the business.

Required profile

• Bachelor’s degree or higher with strong reading and writing abilities in both Chinese and English.
• Relevant experience in the card‑network or payment industry.
• Proven track record dealing with Chinese government institutions and regulators.
• Familiarity with payment and bank‑card clearing and settlement regulations.
• Self‑motivated, outcome‑focused, and able to work independently.
• Strong teamwork and collaboration spirit.
