National Technical Specialist – Low Carbon & Nature‑Positive Transition

About the role

The United Nations Development Programme (UNDP) China is establishing a National Technical Specialist Roster to provide high‑level technical and policy advice for projects advancing a low‑carbon and nature‑positive transition. Specialists will support UNDP’s strategic priorities and contribute to the implementation of the 2026‑2030 Country Programme.

Key responsibilities

• Deliver top‑quality technical advisory services and cutting‑edge policy advice in assigned thematic areas.
• Facilitate policy dialogues, establish advocacy networks, and contribute to high‑impact advocacy campaigns.
• Analyse political, social and economic contexts, set technical standards, and provide strategic guidance for solution development.
• Support project planning, implementation, risk mitigation, quality control and coordination of project teams and consultants.
• Build strategic partnerships with UN agencies, government bodies, donors, NGOs, private sector and academia, and assist in resource mobilisation.
• Provide training, knowledge management, and documentation of lessons learned and best practices.
• Lead or contribute to project design, monitoring, evaluation and learning processes.

Required profile

• Demonstrated expertise in one or more of the listed thematic areas with a strong track record of advisory work.
• Ability to work collaboratively with diverse stakeholders at national, regional and local levels.
• Experience in policy analysis, advocacy, and strategic partnership building.
